[Project-managers] Editing the XML file

A question that has come up is what to do if you don't know some piece 
of information required in the XML file, such as what the maturity level 
of your project is. For now, just do your best to guess what it should 
be based on the definitions in Section 5.3 (page 7) of the PM guidelines 
here:
