[Project-managers] new ThirdParty/Glpk/stable 1.1

Hi,

I've created a new stable version 1.1 for ThirdParty/Glpk.
In difference to stable 1.0 it contains the download and configure
(Makefile.am) scripts for the current Glpk 4.22.
It would be nice if the externals of the recently created new stable
releases of Osi, Cbc, OS, ... can be updated to point to this new stable
release.

I'll also create a releases/1.1.0 for later use.
