[Osi] Attributes of cut not copied when using insertIfNotDuplicate in OsiCuts

Hi,

I think I found a small bug: when inserting an OsiRowCut into OsiCuts using
insertIfNotDuplicate (OsiCuts.cpp, lines 333 and 378), the cut inserted
does not copy over the effectiveness of the cut (or the globally valid
flag).

This is probably unintended, so thought I should point it out,
