     I'm with Stefan here. These checks are extremely helpful when 
debugging CoinPresolve postsolve, and when debugging code that 
interfaces with postsolve. I don't do debugging with clp because the 
basis handed to postsolve by clp often fails the consistency checks. 
I've never poked into it --- the problem John cites (CglPreProcess) 
could be part of this.
