[Coin-osi-devel] soplex: dumpFile

In soplex 1.0.0 it would be helpful for dumpFile to be const.  I changed
this in my working copy.

To get 1.0.0 to work with OsiSpx I also had to
      namespace soplex { typedef SPxSolver SoPlex; }
and change getRdCost to getRedCost.
