 From looking at out-log, it looks to me like you are trying to build OS
 and not Osi.
 If this is the case then, the this ticket is filed with the wrong COIN-OR
 project.

 I build Osi on Cygwin:
 ./configure -C COIN_SKIP_PROJECTS="ThirdParty/Blas ThirdParty/Glpk
 ThirdParty/Lapack"
 make
 make test

 For OS on Cygwin, I run configure with:
 ./configure COIN_SKIP_PROJECTS="Ipopt Bonmin Couenne"
