 For bound-constrained minimization problems with an otherwise empty
 constraint system, OsiClp will solve the problem but return an optimal
 objective of zero, even though the true optimal objective is smaller.

 The attached program reproduces the issue, the errorneous behaviour is
 marked with "BUG1".
