[Osi-managers] Advance warning, Osi stable release

Folks,

	It's time to do a new stable release for Osi, to get a few enhancements
and upgrades out of trunk and into stable.  Some time in the next week or two
looks reasonable from here.  In a perfect world, we'll simply move the trunk
into the new stable release.

	If this is a problem, because of something you've done, or are about to 
do, please speak up. The timing is flexible.
