[Osi-managers] Version numbering

We need to settle on a version number for the current version of OSI.

I was thinking it would be around 0.9x.0, where x is some digit between 1 
and 8.  I think there's enough stuff that's not fixed or not consistent 
across solver layers that we shouldn't call it 1.0.0 yet.

Any opinions?  If I don't hear from anybody by the end of Wednesday, I'll 
make an executive decision.
