[OS] Jacobian values in wrong order

Hi, has anyone taken a look at https://projects.coin-or.org/OS/ticket/55 ? I’m 
hitting the same error (even with a recent source build on Linux), Jacobian 
values are ending up in the wrong columns. The derivative checker in Ipopt 
is flagging the problem as well.
