[OS] Another data point for OS / ASL under Msys / cl

Hi Lou:

Wow, that's great!!!

Two things:

1) You might try Cbc separately from OS, Cbc crashes with ASL.

2) When I went in and explicitly changed from libCMT to libCMTd in the 
ASL makefile it did not work.  I am anxious to see your fix.
