[Os-project-managers] Is this legal OSoL?

Hi guys,

I have a quick question about the OSoL. Is the following a legal entry?

		<contact transportType="ftp"></contact>

I understand that this element does not make a lot of sense, but  
should I throw an error if the contact information is missing? Should  
there be something in the schema that says the element content must be  
a string of length at least 1?

Please advise.
