[Os-project-managers] OSoL and Decomposition Algorithms

Hi Gus

In the OSoL <solverOptions> section I would like to input parameters for 
multiple starting solutions for a restricted master in a decomposition 
algorithm. Each starting solution will have a vector of parameter values 
for each block. I am not sure how to represent this.  Let's assume I 
have two solutions and five blocks. Thus, for each solution, I want 5 
vectors of parameters. Is this the best way? The value attribute is used 
to specify the solution number and the category the block.  See attached 
file. Does this seem correct?
