Comment(by axjiang):

 I've had similar problems; e.g. my lapackpp header files are installed in
 /usr/local/include/lapackpp, this directory is in $(OBOE_INCLUDES)
 but does not seem to be in INCLUDES. This results in compile errors for
 e.g. src/Oracles.
