Comment:

 Thank you for pointing out the problem. This is caused my inconsistency in
 the code when it was moved to COIN-OR repository. Your guess is correct
 and the code should either have COIN_HAS_GLPK or OBOE_HAS_GLPK but not
 both.

 I will update the code and the README shortly.
