More instructions are found at the CoinHelp wiki: https://projects.coin-or.org/BuildTools However, GAMS already has Clp, Cbc, Ipopt, Bonmin, and Couenne included in its distribution, so you may not need to build them by yourself. LaGO is no longer developed, and its GAMS interface may not work with current GAMS versions. No, you would still need at least a license for the GAMS base system. This is needed to compile the GAMS models into a format that can be understand by the solver interfaces. With the GAMS base system, all free solvers can be used without limits.
