No, you can add a line like

  GAMS LocOpt solver: coinipopt

to the option file (lago.opt) to set the GAMS NLP solver.
CoinIpopt does not need an extra license.

With

 GAMS LocOpt optionfile: 1

you tell LaGO that the NLP solver should use optionfile 1, but that
should not be necessary.
