[Ipopt] Ipopt moving to GitHub

Hi,

Ipopt is completing its move to GitHub.

The new home for the Ipopt project is in the COIN-OR group at GitHub:
   https://github.com/coin-or/Ipopt

The documentation (or User's Guide) and the doxygen generated Ipopt 
source documentation have been merged and are now available at
   https://coin-or.github.io/Ipopt

Trac tickets have been migrated to the GitHub issue tracking system:
   https://github.com/coin-or/Ipopt/issues

The subversion repository is no longer updated. To obtain the code for 
the latest (or previous) stable versions, checkout the Git repository 
including Git submodules, e.g.,
   git clone --recursive -b stable/3.12 https://github.com/coin-or/Ipopt.git

Alternatively, you can use the COIN-OR coinbrew script
(https://coin-or.github.io/coinbrew/).

Note, that the use of submodules will be eliminated for master and 
future stable versions sometime soon and the recommended alternative 
will be use coinbrew.

Release tarballs are still available at
   https://www.coin-or.org/download/source/Ipopt/
