[Ipopt] Ipopt parallelism

Yes, I forgot to mention that I tried to use:

os.environ["OMP_NUM_THREADS"] = "1"
os.environ["MKL_NUM_THREADS"] = "1"
os.environ["GOTO_NUM_THREADS"] = “1"

at the beginning of the Python script but without success.
