[Ipopt] Structured regularization update to IPOPT

Does anyone know if the following (published Oct 2016) is available in the
current release of IPOPT?

It appears that this earlier paper implemented some of the methods in an
IPOPT Fortran version.

It looks like a nice enhancement.
