[Ipopt] Windows binaries

[Ipopt User]

Will newer Windows binaries be made available anytime soon by any chance?
The latest binary version is 3.11.8, and the latest debug build is 3.8.0.
Binaries are highly appreciated, because MUMPS requires a fortran compiler
that is not so commonly used.
