[Ipopt] help! make error

Hello everyone! 
I can't compile Ipopt 3.10.1 on   ia64 GNU/Linux.  When I run "make" in the build directory after the successful "configure" in the same directory, there are some errors as followings:

The attachment is the makefile of the Blas thirdparty.Is that because the version of the libtools?I really have no idea! 

I am very worried about the question because there is no much time left for me, Thank you for any suggestions!!
