[Ipopt] IPOPT and CUTEr

Hi Jonathan,

The size of some CUTEr problems (incl. AUG2D) can be changed.  Maybe the 
difference comes from you looking at a differently sized instance?  The 
sizes can be changed in the SIF file or on the command line with the CUTEr 
tools.
