[Ipopt] Some notes on compiling the IPopt MATLAB interface under Windows

Dear all,
As I spent quite a long time trying to get this to work I thought it 
might be a good idea to record some hints for posterity. Please see 
http://bandersnatch.dyndns.info/~djr/ for a guide - not a particularly 
graceful approach but it worked for me. I should note this was inspired 
by http://users.ox.ac.uk/~newc3480/Ipopt%20MEX%20setup%202.txt (and I 
have incorporated much of this text) so the credit should go to this 
author. Keep up the good work with IPopt,
