[Ipopt] Is local optimum guaranteed?

IPOPT (3.6.1 and 3.8.3) returns the initial guess as optimal solution.
If I flip the sign of the objective, the initial guess is again
optimal according to IPOPT. So I think the initial guess is not a
local optimum. (Perhaps a saddle point?)

Is local optimum guaranteed by IPOPT?
