[Ipopt] get.Mumps

Nonsense.
For me,
  wget http://mumps.enseeiht.fr/MUMPS_4.8.3.tar.gz
works fine. Did you forget the .tar.gz?
Sometimes their server is down, but that is no reason to panic ;-).
