[Ipopt] installing ipopt on windows

Hi all,
I am Vinod. I am trying to install IPOPT on my windows machine using cygwin.
I have third party components BLAS, LAPACK and HSL in
home/vinod/ipoptdir/coinipopt/thirdparty/Blas  Lapack and HSL respectively
(as per the documentation).  But when I am trying to configure ipopt by the
command "./configure" it is showing the following error.

"checking whether lblas has BLAS -no
configure: error: cannot find BLAS
./configure failed for ipopt"

If anybody know about this please reply me.
