[Ipopt] Release of PARDISO Version 4.0.0

Hi,

A new release (4.0.0) of PARDISO has been released.  It is a significant
update compared to previous versions and contains a lot of new  features
including iterative solvers,  better scalability and bit-by-bit parallel
reproducibility.  The  solver is now also available under Windows 32-bit
(including optimized BLAS  from Intel MKL 10.2).  Windows 64-bit will be
added soon.

This version is compatible with the IPOPT version 3.7.0.
