[Ipopt] Eclipse Public License (EPL) supersedes CPL

Dear Ipopt users,

The Ipopt source code is currently distributed under the Common Public 
License (CPL) open source license.  A few weeks ago, this license has 
been superseded by the Eclipse Public License (EPL), see, for example:

These two license are indeed very similar; the only real difference is in 
text related to patents, where the (old) CPL contains a sentence that is 
not included in the EPL.
