[Ipopt] Chen-Goldfarb-Penalty-Method

Hi again,

This part of the code has never been documented, but you should be able to 
switch it on with

line_search_method cg-penalty

There are more options that control this particular algorithm, you can 
have a look at the source files in src/contrib/CGPenalty (the 
RegisterOptions methods).
