[Ipopt] Ipopt interface

Many people have asked about this, and to my knowledge no one has 
successfully compiled the MATLAB interface for IPOPT on the Windows 
operating system. So I don't know whether or not it can be done. I suspect 
that you will have to have a lot of experience in compiling libraries for 
Windows and MATLAB.
