[Ipopt] --enable-doscompile

Hi All,

I've been trying to generate a stand-alone windows executable for IPOPT
under cygwin using ./configure --enable-doscompile. For some reason, when I
run the ipopt executable it still complains that the Cygwin library
Cygwin1.dll is not present. I don't know if any of you has seen a similar
behavior. Could it be a bug in the configure script?
