[Coin-ipopt] Mex

Hi all

This is work that Clas has done with Prof. Steinar Hauan. They are quite 
far along but are still working on it. My understanding from Steinar is 
that there are some compatibility issues with the latest version of MATLAB 
to be sorted out.
