[Flopcpp] COIN/FlopC++ Guide

Dear all,
 
it was never in my mind to open an a new wikipedia. I decided to start  
besides the "offical" FlopC++-Wikipedia to give Tim Hultberg the chance to  change 
things I wrote. A wikipedia is the best way to work together if two  people 
don't live across the street. 
My wikipedia is meant to be a "working place" before it is ready to be  
published. If it is ready, I'll publish it everywhere it is welcomed and  desired. 
Right now, I think that it is too early to publish it officially.
In the next days, I have a lot of time to do changes and to expand.
Please feel free to contribute and to give me feedback.
