[Csdp] CSDP 6.1.0 is released

There is a new stable release of CSDP, version 6.1.0.  Changes from the 
previous release are: 

1. A nasty bug that produced incorrect solutions to pure dual feasibility
problems (that is problems in which b=0) has been corrected. 
 
2. The MATLAB/Octave interface has been improved to allow the user to
supply an initial solution.  By using this feature and setting
pars.maxiter=1 and pars.perturbobj=0, you can use the MATLAB interface
to "single step" through the solution of a problem.

3. Comments in the Makefiles have been updated to reflect features of
the newer gcc 4.x and Intel icc 11.x compilers.

These are relatively minor changes in the code, and there is little need
for you to upgrade unless you've encountered the bug mentioned in point 1 
above, or if you want to use the new features of the MATLAB interface.
