[CppAD] Dual License

CppAD is now available for download with under either the GPL or CPL 
licenses.

The unix file formated versions  are called
    cppad-yy-mm-dd.cpl.tgz
    cppad-yy-mm-dd.gpl.tgz

The Dos file formated versions are called
    cppad-yy-mm-dd.cpl.zip

Sorry for the delay in making this available. We were looking for a 
better solution and it took a while to figure out how to make the 
nightly build work with four tarballs instead of two (we had to move the 
tarballs to the documentation directory).
