[Couenne] Objective tolerance

Hi Vincent,

I think it's a useful feature to have, but it's more of a
branch-and-bound thing. I would therefore forward your question to the
Cbc mailing list, noting that such an option might have to be
specified by changing Couenne's code rather than within the
couenne.opt option file.
