[Couenne] Is it possible setting relative and absolute convergence tolerances on couenne.opt?

Wendel,

these parameters are those of Cbc, which is the branch-and-bound library on
which Couenne is based. The parameters are

allowable_gap 1e-10
allowable_fraction_gap 0

(the absolute one is the first) to be specified in the couenne.opt file,
and the default values are next to each parameter (both quite small, now
that I look at them).
