[Couenne] Update of stable/0.4/ThirdParty/ASL

Hi:

Would it be possible to update the ThirdParty/ASL/releases/1.2.0/ 
external reference in Couenne/stable/0.4? Due to www.netlib.org 
connection problems, the script get.ASL does not work. This issue has 
been already mentioned in the list and the later release versions of 
ThirdParty/ASL have a fix. Without this, a first-time user has almost no 
chance to succesfully install Couenne/stable/0.4.
