[Couenne] Configure, build and install Couenne

Hi Virginia,

unfortunately Couenne does not have multi-thread capabilities. This should
not be too difficult to implement since Cbc, the branch-and-bound Couenne
is based upon, has a parallel option. However, a simple try with
--enable-cbc-parallel in Couenne's configure and then adding

bb.model().setNumberThreads (4);

to BonCouenne.cpp results in a code that compiles but does not work. I
suppose some more steps are required to make Couenne thread-safe.
