Couenne 0.4 binaries for Windows are included in the CoinAll 1.6 binaries at
http://www.coin-or.org/download/binary/CoinAll/

Almost correct :-).
To convert a MINLP model from GAMS to AMPL, create a file convert.opt 
which contains the line "ampl" and then call GAMS on your model with the 
options MINLP=CONVERT and OPTFILE=1.

You could also convert from GAMS to OSiL (line "osil" in convert.opt) 
and then use the OS/Couenne interface (see https://projects.coin-or.org/OS).
