[Couenne] Couenne stable/0.3 and release/0.3.0

Dear Couenne users,

as you may have noticed, a new stable version (0.3) of Couenne is out,  
as well as the new release 0.3.0. There are only a few changes w.r.t.  
0.2, for instance a better handling of complementarity branching rules  
and an extension of complementarity constraints to (more efficiently)  
handle constraints of the form xy >= 0.
