[Coin-discuss] open-source ILP solver with IIS generation feature

As far as I know, there aren't any open source solvers that do this
automatically (although I could be wrong), but I don't think it would be
too involved to code up a method for finding an IIS that is wrapped around
one of the open source solvers.
