Of course, IBM is an important player in this game, but this process
involves the same kinds of issues as any OSS relicensing--namely, all
contributors would need to assent.  This is more involved than the
CLP-to-ELP process because the CLP-to-ELP upgrade path was laid out by
the CLP licensing steward and the terms of the CLP.  Even so, making
sure the major players were on board was a time-consuming effort.

It's a worthwhile question, though.  We will take a look.
