Probably yes, if CPL is compatible with GPLv3.

Currently CPL is marked as incompatible with GNU GPL (please see
http://www.gnu.org/philosophy/license-list.html#CommonPublicLicense10 ).
However, it is still unclear if it is compatible or not with GPLv3,
since the latter was released not long ago.

FYI: There is the mailing list <licensing at gnu.org> to ask "real-world
questions about free software licensing and copyrights."
