[Coin-discuss] CoinPackedMatrix fails on matrix with no non-zeros

Hi,

I got some strange errors when running an extremely simple problem, I
found out that the reason was that CoinPackedMatrix had problems when
it was asked to make a matrix with no non-zeros.

I have attached a patch.
