[Coin-discuss] parameter parser

Folks,

	Back in mid-December, this suggestion floated around a few of us and I
did a quick survey of parameter parsing with the thought of just this sort of
consolidation.  The Ipopt class looked interesting, and I might have simply
grabbed it, except for the problem of extricating the smart pointer.  But if the
smart pointer comes out along with it, then merging the remaining capabilities 
shouldn't be all that hard.
