Please checkout also
https://projects.coin-or.org/svn/BuildTools/ThirdParty/Glpk/trunk
into the directory ThirdParty/Glpk.
Maybe this external is not set in Cbc (yet).
Then you will find there a script that downloads Glpk. Rerunning 
configure should then find Glpk and Gmpl.
