[Coin-discuss] Change to cbc build configuration

Folks,

	I've pushed up a rewrite for the cbc makefiles which should make it
much easier to configure cbc to use solvers other than clp. There are matching
changes to a number of the cbc source files. If you're not interested in using 
other OSI solvers in cbc, you should see no difference in behaviour. If you've
tweaked the cbc makefiles at some point, you may need to repeat the adjustments
with the new makefiles.
