COIN-OR hosts only software distributed under certified open source
licenses (see http://www.opensource.org). One of the requirements for a
license to be certified open source is that it not discriminate by field
of endeavor, i.e., it cannot restrict commercial use differently than
non-commercial use. IPOPT is distributed under the Common Public License
(CPL), which is a certified open source license satisfying this
requirement. SCIPs license, however, does not satisfy this requirement
and cannot be certified open source. Hope this helps!
